Using Your Foreign Licence as a Tourist

Visitors to Singapore can drive legally for up to 12 months using the right documents

Requirements to Drive as a Tourist
1
Valid Foreign Driving Licence
Must be valid in your home country and cover the class of vehicle you wish to drive (e.g., car, motorcycle).
2
International Driving Permit (IDP)
Required if your licence is not in English. Get your IDP from the AA or equivalent authority in your home country before travelling to Singapore.
3
Valid for Up to 12 Months
Your foreign licence is valid from your date of entry into Singapore, for a maximum of 12 months (or as long as your visit pass is valid, whichever is shorter).
Directly Recognised Countries (No IDP Needed if Licence is in English)

If your licence is not in English, you must carry an official certified translation or IDP alongside it. Verify requirements with Singapore's TP website before travel.

Important: Class Equivalence

You may only drive the same class of vehicle that your foreign licence permits. For example, a foreign licence for cars allows you to drive cars in Singapore, but not motorcycles or heavy vehicles. Ensure your foreign licence class matches the vehicle you intend to drive.

Licence Conversion for Foreign Drivers

Hold a foreign licence from a recognised country? You may be eligible to convert it to a Singapore licence – though it's not a straight exchange. Requirements vary by country.

Licence Conversion Steps

Follow these steps if you are eligible for licence conversion

1
Verify Eligibility

Confirm your foreign licence is valid and from a country on the eligible conversion list. Check the TP website for the latest country list.

2
Certified Translation

If your licence is not in English, obtain a certified translation or IDP from an authorised body in your home country.

3
Apply for PDL at LTA

Apply for a Provisional Driving Licence (PDL) at an LTA One-Stop centre or online. You must hold a valid Singapore pass (EP/SP/DP/LTVP).

4
Sit BTT (and FTT if required)

Book and pass the Basic Theory Test (BTT) at any ADC. Depending on your country, you may also need to sit the Final Theory Test (FTT).

5
Complete Practical Lessons

If required by your country category, complete the minimum practical driving lessons at an Approved Driving Centre.

6
Sit TP Test (if required)

Book and pass the TP driving test (circuit and road test) at your enrolled ADC.

7
Surrender Foreign Licence

Upon obtaining your Singapore licence, you must surrender your foreign licence to LTA. Singapore does not allow holding dual licences.

Getting a Fresh Singapore Licence as a Foreigner

If you are not eligible for conversion or come from a non-listed country, you must complete the full Singapore driving licence process.

International Driving Permit (IDP)

What it is, when you need it, and how to get one

What is an IDP?

An International Driving Permit is a multilingual translation of your home country's driving licence. It does NOT replace your licence – you must carry both together at all times when driving.

Where to Get Your IDP

The IDP is issued by the Automobile Association (AA) or equivalent national motoring authority in your home country, before you travel. You cannot obtain an IDP in Singapore.

IDP Validity

The IDP is generally valid for 1 year from the date of issue. The Geneva Convention IDP (1949 & 1968) is the most widely recognised internationally, including in Singapore.

8 Essential Tips for Foreign Drivers in Singapore

Expat Studying Highway Code

[ Image Placeholder ]
1. Start Early
The licence process takes 3–6 months or longer. Do not wait until your foreign licence expires before starting. Begin as soon as you arrive on a work pass.
2. Convert Sooner
Your foreign licence is only valid for 12 months after entry. Begin the conversion process well before this window closes to avoid a gap in driving privileges.
3. Choose ADC Near You
Pick an Approved Driving Centre close to your home or office. Commuting to lessons adds up quickly in both time and transport costs.
4. Study Singapore Highway Code
Even experienced drivers from overseas must study the Singapore Highway Code – it contains Singapore-specific rules, signs, and road markings that differ from other countries.
5. Drive on the Left
Singapore follows left-hand traffic rules, like the UK and Australia. If you come from a right-hand traffic country (e.g., USA, Germany), take extra care, especially at junctions and roundabouts.
6. Learn the Expressways
Familiarise yourself with Singapore's major expressways: PIE, AYE, CTE, TPE, SLE, KJE, BKE, and MCE. They all connect different parts of the island and have varying speed limits.
7. Understand ERP
Electronic Road Pricing (ERP) gantries automatically charge your In-Vehicle Unit (IU). Ensure the IU in your car is topped up with a valid CashCard or EZ-Link card to avoid fines.
8. No Mobile Phone While Driving
Using a mobile phone while driving (even at a red light) carries 12 demerit points and a significant fine. This is strictly enforced. Use hands-free only.

Key Singapore Road Rules for Foreign Drivers

Essential rules that every foreigner driving in Singapore must know and follow.

Drive on the LEFT

Singapore uses left-hand traffic. Overtake on the right side. Keep left except to overtake.

Seat Belts Mandatory

All occupants (front and rear) must wear seat belts at all times. Children must be in an approved child restraint.

Speed Limits

Town roads: 50 km/h | Outside built-up areas: 70 km/h | Expressways: 90 km/h. Lower limits may apply – always check road signs.

No Mobile Phone

Absolutely no handheld mobile phone use while driving. Even stopped at a red light counts. Hands-free kits are permitted.

Drink Driving

Blood Alcohol Limit: 80mg/100mL blood. Commercial vehicle drivers: zero tolerance. DUI carries heavy fines, disqualification, and possible imprisonment.

ERP Charges

ERP gantries charge automatically based on time and location. Ensure your In-Vehicle Unit (IU) is properly set up with a topped-up CashCard.

Car Park Coupons

Some open-air car parks require coupon parking. Scratch off the correct date and time, and display prominently on your dashboard.

No Stopping/Parking

Double yellow lines = no stopping. Single yellow line = no parking during restricted hours. Zig-zag lines at crossings = no stopping at any time.

Frequently Asked Questions – Foreigners

Common questions from expats and foreigners about driving in Singapore

Yes, but only for up to 12 months from your entry date. You must carry your valid foreign driving licence and, if the licence is not in English, an International Driving Permit (IDP). After 12 months, or if you become a work pass holder, you must obtain a Singapore driving licence.

The conversion timeline depends on your country and which steps you need to complete. If only theory tests are required, it could take 1–3 months. If you need full practical lessons and a TP test, it could take 6–12 months due to lesson and test slot availability.

Yes. Singapore does not permit holding both a foreign and a Singapore driving licence simultaneously. When you receive your Singapore licence through conversion, you are required to surrender your foreign licence to LTA. However, if you obtained a fresh Singapore licence (not through conversion), this may differ – check with LTA.

Yes. Dependant's Pass holders are eligible to apply for a Singapore driving licence, either through conversion (if from an eligible country) or through the full process. You will need to provide your valid DP and passport when registering at an ADC or applying for a PDL at LTA.

The USA is on the eligible conversion list, but requirements vary by state. Some US states' licences allow for a streamlined conversion with only theory tests required. Other states may require the full practical process. Contact LTA or the TP directly with your specific state licence to confirm the exact requirements for your case.

Be careful about terminology. A legitimate International Driving Permit (IDP) issued by the AA or national motoring authority of your home country is recognised in Singapore. However, "International Driving Licences" sold by private third-party companies online are generally NOT recognised and may be fraudulent. Always use a genuine IDP issued by an authorised body.
