Singapore's driving licences are issued by the Traffic Police (TP) and are class-based – meaning each licence authorises you to drive only specific categories of vehicles. Choosing the right class before you enrol at a driving centre is important, as it determines your training, fees and vehicle restrictions.
All new drivers must first pass the Basic Theory Test (BTT), obtain a Provisional Driving Licence (PDL), complete the required practical lessons, and then pass the final driving test. Most drivers in Singapore start with either Class 3C (automatic cars) or Class 2B (motorcycles).
Light Vehicle Licence Classes (Cars)
Light vehicle classes cover private cars, station wagons, and light goods vehicles. The key decision for most new drivers is between Class 3C (automatic) and Class 3 (manual). Class 3 allows you to drive both manual and automatic vehicles; Class 3C allows automatic only.
Class 3C
Automatic Light Motor Vehicles
The most popular starting licence in Singapore. Simpler to learn, faster to qualify, lower stress. Suits the majority of drivers as Singapore traffic is predominantly automatic.
Class 3
Manual Light Motor Vehicles
Choose Class 3 if you plan to drive manual cars (e.g. sports cars, older vehicles, driving overseas where manual is common). The practical test is more challenging.
Class 3A
Automatic Light Motor Vehicles (Legacy)
Class 3A was the previous automatic car licence. It has been superseded by Class 3C for new applicants. Existing 3A holders retain their licence.
Class 3CA
Automatic Light Motor Vehicles (Very Old)
Class 3CA is a historical category for very old vehicles. Almost no new licences are issued under this class. Not relevant for new applicants.

Motorcycle Licence Classes
Singapore uses a progressive motorcycle licensing system. You must start at Class 2B and work your way up. Each step requires holding the previous class for at least one year before upgrading.

Entry Level Motorcycle
The mandatory starting point for all new motorcyclists in Singapore. 16 and 17 year olds may only hold Class 2B. Must be 18 before upgrading to 2A.
Class 2A
Intermediate Motorcycle
Intermediate class for riders who have proven themselves on smaller bikes. Access to mid-range motorcycles with significantly more power and performance.
Class 2
Full Motorcycle Licence
The pinnacle of Singapore's motorcycle licensing system. Full Class 2 holders can ride any motorcycle with no engine restrictions – including high-performance superbikes.

Upgrading Your Driving Licence
Class 3C to Class 3
- There is no simple upgrade pathway – Class 3C holders must sit a full Class 3 practical test
- You must enrol at an Approved Driving Centre (ADC) for Class 3 manual training
- The BTT and FTT are not required again
- You will be tested on hill starts, gear changes and manual car handling
Class 2B to Class 2A
- Must hold Class 2B for a minimum of 1 year
- Must be at least 18 years old
- Enrol at ADC (BBDC, CDC, or SSDC) for Class 2A training
- Complete required lessons and pass the practical test
Class 2A to Class 2
- Must hold Class 2A for a minimum of 1 year
- Enrol at ADC for Class 2 training on a large motorcycle
- Complete all required practical lessons
- Pass the final practical driving test for Class 2
Foreign Licence Conversion
Holders of valid foreign driving licences may be able to convert to a Singapore licence without sitting all tests from scratch. The process and requirements depend on your country of issue and the type of licence.
Generally, you will need to hold a Provisional Driving Licence (PDL) during the conversion process. Some countries allow direct conversion after a driving record check and an eye test only. Others may require a qualified driving test (QDT) at one of Singapore's Approved Driving Centres.
